Celebrating seven successful years of operations of the Sydney Metro North West public-private partnership (PPP).

After four and a half years of design and construction delivery, the Sydney Metro North West Line successfully opened to customers in May 2019, delivering Australia’s first fully-automated passenger railway with trains running every four minutes during peak periods.

More people are choosing fast, reliable travel, with around 72 million customer journeys in 2025, and customer satisfaction remains at an industry-leading 98%.

@plenarygroup is part of the NRT Group Australia consortium that delivered and now operates the $3.7 billion project. Six months after opening, NRT achieved approval to extend the PPP contract – the largest augmentation of a PPP in Australia by some way – extending the metro south from Chatswood, under Sydney Harbour and through the CBD. A further extension southwest to Bankstown is currently underway and set to open in the second half of 2026.

Footage like this allow us to reflect on the effort of delivering major infrastructure projects.

The $1.5 billion New Footscray Hospital Project is the largest single investment in health infrastructure in the state of Victoria.

The @plenarygroup-led consortium achieved financial close during the Covid-19 pandemic in March 2021 to deliver the project on time and on budget five years later in 2025, opening to patients in February this year.

Plenary-led public-private partnerships do this all the time.

Other major social infrastructure delivered on time and to budget include the $1 billion Victorian Comprehensive Cancer Centre, a top 10 facility of its kind in the world, and the $600 million @unsw Health Translation Hub, the marquee development within the Randwick Health & Innovation Precinct.

Congratulations to Amy Cashman, who was recently promoted to the position of Director, Origination.

In her time at @plenarygroup, Amy has been instrumental to the company's early-stage bid development and procurement of infrastructure projects in Asia Pacific. She brings more than 15 years’ commercial and legal experience in complex construction and infrastructure transactions across energy, social infrastructure, residential and commercial sectors.

A highlight has been working on the Gabba Entertainment Precinct tender, for which Plenary has been shortlisted, and the Gold Coast Arena project bid, for which Plenary’s AmplifyGC consortium was announced as the preferred proponent. Amy also assisted with the establishment of the company’s new infrastructure investment platform, Plenary Infrastructure Investments ICC Ltd, domiciled in the @adgm.

“These projects are instances of what I enjoy working on the most – investment in and development of infrastructure that shapes cities and delivers lasting social and economic benefits.”

In 2022, our growing Abu Dhabi team was able to mobilise resources from around the world to achieve financial close on the @investinabudhabi's @zayed_city_schools project – the first schools infrastructure public-private partnership in the Middle East.

The @besixgroup_official @plenarygroup Education Properties entity – in collaboration with the @investinabudhabi – has introduced a structured social value framework across its public-private partnership (PPP) school projects in Abu Dhabi, allocating approximately AED$1.4 million to support student wellbeing, community engagement, and inclusive development initiatives.

This framework was announced at this week’s @adisummitae 2026, which Plenary was a proud silver sponsor of. It integrates community-focused contributions into long-term infrastructure delivery and reflects the emirate’s continued focus on advancing innovative, impact-driven infrastructure partnerships.

Introducing Luke Hogan, a Director in Plenary Middle East’s Origination team. Luke leads the development of major infrastructure opportunities across the Middle East.

He brings more than 10 years’ experience across greenfield infrastructure development, public-private partnership (PPP) bidding, asset and portfolio acquisition activities, consortium strategy, corporate structuring and project tax structuring.

“My years in the industry have given me a broad, pragmatic view of how intricate infrastructure projects are originated, structured, funded and delivered. I’m passionate about transforming complex public sector requirements into tangible infrastructure solutions.”

Since joining @plenarygroup over seven years ago, Luke has worked on PPPs as varied as @inlandrailofficial, Gold Coast @lightrailstage3, @zayed_city_schools and @khalifauniversity Student Accommodation.

Presently, he is heavily involved in a significant multi-billion dollar civil infrastructure project in Dubai, the Abu Dhabi social infrastructure pipeline, and other opportunities across the Gulf region – where he leads bid teams, develops consortium strategies, shapes bankable commercial and capital structures, and builds relationships with public sector clients, investors, contractors and advisers.

Since relocating to the UAE, he has also helped establish Plenary’s regional presence through team development, partner engagement and market-building initiatives, including Plenary’s landmark UAE infrastructure event with A&O Shearman and IPFA in February 2025.

Outside work, Luke enjoys pursuits typical of any infrastructure professional: long walks on the beach, pretending to enjoy Padel, justifying visiting new restaurants as a hobby, and occasionally conversing about something other than bid deadlines, risk allocation and financial models.

The @nswgov and @nsw.bda have launched Bradfield City’s ‘Built for what’s next’ campaign, opening new commercial investment opportunities in Australia’s newest city.

@plenarygroup Chair Paul Oppenheim joined NSW Deputy Premier and Minister for Western Sydney @pruecarmp, NSW Minister for Planning and Public Spaces Paul Scully and Bradfield Development Authority Chair Jennifer Westacott AC to showcase Bradfield City as a landmark destination for business, institutions and investors.

Paul delivered an update on Plenary’s development of the City Precinct, a 5.7-hectare parcel of prime land adjacent to Bradfield City’s first building, Central Park and new Metro station, which will be transformed into a vibrant mixed-use precinct, unlocking new homes, jobs and industries in Western Sydney.

“It is a huge professional privilege for Plenary to be entrusted with helping deliver Australia’s first major new city in 100 years. Our experience in long-term partnerships in Australia and overseas makes Plenary the ideal development partner, and we look forward to delivering on the exciting vision for Bradfield as we transition from planning to delivering on the ground.”

Plenary will soon commence a global search for commercial and university partners, with opportunities of up to 20,000 sqm of education, workplace and related spaces. Announcements on key partners are expected towards the end of the year.

A core focus for Plenary will be the delivery of 1,400 new homes, with at least 140 of these prioritised as affordable housing for key workers. Planning applications for the first stage of housing & childcare, along with a separate 1,500sqm destination food & beverage offering, are on track to be submitted later this year. Future stages of the City Precinct will bring a hotel, more housing, offices and an expanded university campus, demonstrating how it will grow over time.
