UPDATED: The Perris City Council on Tuesday voted to certify the projectโs environmental review and approve the Harvest Landing Specific Plan.
The project covers more than 300 acres near Interstate 215.
It replaces previously planned warehouses with a large parcel hub facility and commercial retail space.
Developer Tim Howard of Howard Industrial Partners told councilmembers the site is expected to bring thousands of jobs and attract major retailers, along with a proposed hospital.
Howard also said the development would fund infrastructure improvements and include a new sports park.
Supporters of the project, including local soccer teams and the Perris Chamber of Commerce, said Harvest Landing would bring new sports amenities, jobs and shopping to Perris.
But opponents from local environmental justice groups said Howard has a poor track record.
They pointed to the 213-acre Bloomington Business Park project, where hundreds of homes were demolished and the site has yet to be built.
Mayor Michael Vargas says Harvest Landing answers long-standing calls for commercial retail in the city.
City officials say a second council hearing is still required to finalize the projectโs development agreement and conditions of approval before construction can begin.

The Perris City Council is right now weighing whether to approve the Harvest Landing project, a major redevelopment proposal from Howard Industrial Partners, a logistics and commercial real estate firm with projects across Southern California.
The plan would bring a regional shopping center, a last-mile parcel hub and up to 615 homes in a later phase. Supporters say it would create jobs, boost the local economy and add parks and sports fields.
Opponents argue the project would still function like a large warehouse development project, increasing pollution, truck traffic and noise in Perris. They point to the companyโs Bloomington Business Park Specific plan project, which displaced families and is now in court, as a warning about potential long-term impacts.

Warehouses have transformed the Inland Empire, but at a cost. Latino neighborhoods in cities like Bloomington and Rialto are facing higher asthma rates and worsening air quality as diesel trucks move in and green space disappears. Advocates say poor local planning has allowed warehouses to rise near homes, parks, and schools, exposing working-class families to health risks. Community leaders are calling for stronger protections and cleaner industry practices.

๐จ๐๏ธ Our media partner @frontlineobserver just published this imperative article on the U.S. Supreme Courtโs 6โ3 decision allowing immigration agents to resume โrovingโ arrests in Southern California.
The ruling overturns lower-court restrictions that barred agents from considering race, ethnicity, language, or place of employment when targeting undocumented immigrants.
Supporters of the decision, including U.S. Attorney Bill Essayli, argue it restores immigration enforcement authority. Critics โ among them the ACLU of Southern California, immigrant rights groups, and Inland Empire leaders like Javier Hernandez of the Inland Coalition for Immigrant Justice โ warn it legalizes racial profiling and heightens risks for immigrant communities.
State leaders also reacted sharply: Gov. Gavin Newsom called the ruling a โparade of racial terror in Los Angeles,โ while Rep. Norma Torres (DโPomona) said it amounts to โstate-sanctioned harassment.โ
