A Spanish career diplomat, Ambassador Serrano has made significant contributions to EU foreign policy over the past two decades through senior roles at the EU Council and the European External Action Service, including EU Ambassador to the UN, Deputy Secretary General for Security and Defence Policy, and Head of Cabinet to the EU High Representative and Vice President of the European Commission.
