Plymouth County Correctional Facility is not just a detention site. It is part of a larger system moving people through Massachusetts and into ICE custody, often with little transparency about where they are sent next.

Massachusetts has a choice to make.

Reducing harm inside detention is not enough if the state continues allowing the agreements that make this system possible. Other states have ended this kind of collaboration with ICE. Massachusetts can, too.

Today in Maryland, House Bill 467 / Senate Bill 822 was signed into law and we were honored to be there.

This is a massive step forward for parole reform in Maryland and one of the most consequential updates to the state’s parole process in decades.

Because of this bill, most people will now receive parole hearings every two years, and no one will wait longer than five years. That means more transparency, more accountability, and a process that better reflects dignity and due process.

This bill is going to help a lot of people, families, and communities. We’ll have more to share about the bill and what it means soon.

Across the country, these laws allow subjective labels to carry life-altering consequences. What someone wears, where they live, who they know, what they post or whether they have tattoos can be used to label them as a “gang member” — even when none of those things are crimes.

Parole decisions shape lives, families, and entire communities but for too long, that process in Maryland lacked basic transparency and accountability.

House Bill 467 / Senate Bill 822 changes that.

This is one of the most consequential updates to Maryland parole law in decades because it moves the system closer to what it should have been all along: fair, timely, and clear.

Previously, state law did not specify how often people should receive parole hearings. The legislature said a person’s crime was eligible for parole. The judge said their conviction was eligible for parole. But people could still wait decades between hearings.

This bill changes that by ensuring most people receive parole hearings every two years, and no one will wait longer than five years. That isn’t special treatment. That’s due process.

Right now, decisions being made in Congress could expand ICE’s authority without clear limits or oversight. And once that kind of power is in place, it doesn’t stay contained—it reaches further than people expect.

The reality is: most Americans, across political lines, believe in accountability. But policy doesn’t always follow public will unless people speak up.

This moment matters. While Congress is in recess, there’s still time to demand transparency, real limits, and meaningful reform—not blank checks.

Call your representatives. Ask where they stand. Make it clear that unchecked power is not acceptable.

🎂 Welcome to the new 1800happybirthday.com

We wanted the digital expression of this project to reflect a feeling of love and celebration, taking cues from the project’s nationwide exhibitions and installations—where voicemails are experienced within environments that expand our understanding of systemic violence and its impact. Our aim has always been to refocus attention on the lives of people who were deeply loved, moving beyond the headlines that shaped narrow public narratives toward something deeply human we can all relate to: birthdays.

The new site features original airbrush portraits of each celebrant, dedicated pages to each celebrant, and a screening room featuring films produced by the project.

To commemorate the launch of the new site, we’re also dropping new 1-800 Happy Birthday flagship shirt and the Happy Birthday Oscar Grant shirt which was originally printed for our exhibition at the Black Panther Party Museum.
