REFORM Alliance
REFORM Alliance aims to transform probation and parole by changing laws, systems and culture to create real pathways to work and wellbeing.
Most people think that when someone returns to the community, they’re free. But that’s not how supervision works.
Shá breaks it down. After a conviction, “supervision” means living in your community while being monitored by the government.
That can look like:
✔️ Mandatory check-ins
✔️ Drug testing
✔️ Surprise home visits
✔️ Curfews and travel restrictions
There are 5.5 million people in the justice system.
3.7 million are on probation and parole.
Supervision should help people move forward, not pull them back into prison. REFORM is working to change that. Join us. Become a REFORMer: 🔗in bio.

🚨 ACTION ALERT: Congress is considering the #SaferSupervisionAct, and your voice matters. Sign now (Link in bio)
Federal supervision was created to protect public safety and support successful reentry. But over time, it’s grown too large and unfocused — stretching probation officers thin, wasting taxpayer dollars, and pulling attention away from real threats to our safety.
The #SaferSupervisionAct restores supervision to its original mission:
✔ Focused on real public safety
✔ Rooted in accountability
✔ Designed to help people succeed
With bipartisan support from 100+ organizations nationwide, this is a real opportunity to fix a system that lost its way.
🔗 Congress is deciding now. Add your name. Link in bio.
🎉 Today marks 7 years of REFORM Alliance.
REFORM Alliance was founded by a group of leaders across sports, entertainment, and philanthropy with the goal of transforming a system that traps millions of people on supervision.
That reality became impossible to ignore when @meekmill was sentenced to 2–4 years in prison for popping a wheelie while on probation. No new crime, just a technical violation.
If it could happen to Meek, it could happen to anyone. And it does: every three minutes, someone is sent back to prison for a supervision violation.
But with your help, we fought back.
In the 7 years since REFORM Alliance was founded, we’ve passed 22 bipartisan laws across 12 states, creating real pathways for people to exit supervision and move toward work, stability, and well-being.
Thank you to the storytellers who shared their truth, the lawmakers who led, and the coalition partners and advocates who made these reforms possible.
And thank you to our board: @meekmill, @michaelrubin, Desiree Perez, Laura Arnold, @robertfredericksmith, Robert Kraft, @jayz, Clara Wu Tsai, @mikenovo, @michaelrapino, and @emilia_fazzalari.

REFORM is proud to have been part of Pennsylvania’s 2026 Criminal Justice Advisory Board (CJAB) Conference in State College last month! 🙌
The conference was an opportunity for us to connect with criminal justice, behavioral health, and treatment partners to share the positive impact Act 44 is having on the Commonwealth’s probation system and the importance of connecting people on supervision to education, training, and employment.
Grateful for the conversations, the collaboration, and the opportunity to contribute to reform in Pennsylvania.

During Police Week, we’re standing with law enforcement leaders in our coalition who are backing the Safer Supervision Act because they’ve seen what works, and what doesn’t.
Over-supervising people who don’t need it strains resources, undermines trust, and can actually make communities less safe.
That’s why our law enforcement partners are pushing for a smarter approach: one that focuses supervision where it matters most, supports successful reentry, and strengthens public safety.

Doug Burris is a former Chief U.S. Probation Officer. He’s been doing this work for decades. Here’s what he says about the Safer Supervision Act:
“It makes more sense than anything I’ve seen…and it really will make a difference in the community. It will lower crime rates.”
Doug Burris understands that when people who aren’t a risk to public safety are over-supervised, it can be counterproductive. He understands that resources shouldn’t be spent supervising people who have already made progress; instead, those resources should be devoted to those who need the most support.
Twenty-three years of experience in the field have made it clear to Doug that this legislation will make us all safer. We should listen.

Huge news for federal supervision reform: Acting Attorney General Todd Blanche just agreed we need to reform federal supervision and committed to working with Senator Coons (@senatorchriscoons) and Senator Lee (@senmikelee) on the Safer Supervision Act.
The Acting AG adds his voice to a growing movement of support for the bill, including 150+ groups in our Safer Supervision Coalition like FLEOA, NDAA, Right on Crime, Prison Fellowship, and others across the political spectrum.
Americans across the country have already signed the petition calling on Congress to act, and polling from Fabrizio Ward shows 79% of voters across party lines back this bill.
It's past time to fix our federal supervision system. We urge Congress to move this bill forward.

Jamariel spent years rebuilding his life. SB 105 finally gave him a second chance.
Five years ago, we helped pass a law in Georgia that has since helped thousands earn their way off probation and get a fresh start.
SB 105 created a real pathway to early termination by allowing eligible people on probation who have demonstrated rehabilitation to earn their way off probation after three years.
Jamariel’s story shows what this looks like in real life. Progress should count. And in Georgia, it finally does.

You can’t rebuild your life without a job. So why is it so hard to get one while on supervision?
People on supervision are three times more likely to be unemployed—not because they don't want to work, but because the doors are harder to open.
Employment is one of the strongest predictors of successful reentry, and increasing access to it has to be part of how we talk about real public safety.
That's why our Indiana State Organizer Maranda Williams has been showing up at job fairs and employment expos across Indiana to make those connections happen.
At the Starke County Job Fair and Regional Employment Expo in Terre Haute, Maranda connected people on supervision with employers ready to hire.
Thank you to our Indiana Secure Communities Coalition partners for making it possible.

Know what’s wild? If you’re on supervision, you can be sent to prison for something as small as missing curfew.
Not for committing a new crime. Just breaking a rule.
Technical violations like a missed check-in or crossing county lines are one of the biggest drivers of incarceration.
At REFORM, we’re fighting for a system that rewards progress instead of punishing people for minor mistakes.

Four years. Thousands of lives changed.
Through political party shifts, leadership changes, and even a veto—lawmakers, the VA Safety Coalition, and directly impacted Virginians stayed the course and got it done.
And that persistence has changed lives.
Because of HB 2038:
⭐️More than 6,000 Virginians have avoided jail for first-time technical violations
And now, with SB 136 / HB 149:
⭐️52,000 people on probation have a real chance to earn their way off probation by staying on track
Together, Virginia is working to build one of the smartest, most effective probation systems in the country.
Thanks to these bills:
✅ Individuals are empowered to earn their way off probation
✅ The Commonwealth benefits from a stronger workforce
✅ Probation officers can focus on higher-risk cases
✅ Public safety resources go where they matter most.
Grateful to everyone who helped make this bill a reality.
