The knowledge brief series, The Brilliance and Importance of Affirming Black (English) Language in Early Childhood Education, by @blackececa, @caltog, and @earlyedgeca launches volume 4: Rooted in Voices: Emerging Insights on Black Language from Community Dialogue.

The fourth volume is grounded in a series of advisory convenings and community listening sessions, centering the perspectives of Black early learning professionals, families, researchers, and advocates to build a shared understanding of #BlackLanguage. The findings reveal both the richness of Black Language and the harms caused by its continued marginalization, particularly in early learning spaces where children and families have too often experienced suppression, stigma, or exclusion.

Grounded in community wisdom and lived experience, the brief calls for systemic action to recognize, affirm, and support Black Language in early learning settings. Ultimately, advancing a roadmap for shifting narratives and building early learning systems where Black children’s linguistic identities are valued, protected, and supported.

Last week, @earlyedgeca Policy Analyst Andrew Avila provided public comment at both the Assembly Budget Subcommittee No. 2 on Human Services and Senate Budget Subcommittee No. 3 on Health and Human Services regarding the 2026-27 California State Budget May Revision. He raised our concerns with the proposal to reduce the COLA for #childcare and state #preschool, the proposal to abandon prospective pay for providers, and the absence of funding for the promised slots that our families so desperately need. He urged the committee to shape a final budget that supports our providers and families, and meaningfully moves us forward towards rate reform with an alternative methodology.

The Dual Language Learner Master Plan Advocates and @advancingjusticesocal hosted Khmer language listening sessions, and found that Cambodian families value #multilingualism. These families, like others, believe that schools can play an important role in celebrating culture and preserving language.

New research shows that #TransitionalKindergarten (TK) is delivering measurable academic gains for children, especially for young learners from communities that are under-resourced. 📈

A new report in the “Getting Down to Facts III” series from the SCALE Initiative at @stanford finds that for low-income students, attending TK led to 6 months more learning gains in 3rd grade reading 📚 and math 📏 achievement—with benefits lasting through at least 4th grade.

The research also found that California’s investments in #EarlyLearning programs and K–12 schools work best together to drive long-term academic success. Rolling out programs like California State Preschool and TK alongside increased school funding created stronger outcomes for students than either investment alone.

A priority area in @earlyedgeca's 2026 Policy Agenda focuses on ensuring high-quality implementation of #universalpreschool by incorporating developmentally appropriate practices across the mixed-delivery system and leveraging partnerships between school-based providers and community-based organizations to meet the needs of children and families.

Our priority actions to support universal preschool (#UPK) implementation include:

⭐️ Expandi Family Child Care Home Education Networks (FCCHENs) by making them more accessible to Family Child Care Home (FCCH) providers.

⭐️ Support the identification, adoption, and rollout of a developmentally appropriate Multilingual Learner (ML) screener in TK.

⭐️ Increase family awareness and understanding of the UPK programs they qualify for, prioritizing families with the greatest need and families of 3-year-olds, who are currently underenrolled.
